Welsh Government Proposes Ban on Drink Refills in Efforts to Promote Healthier Choices
The Welsh government is currently seeking consultation on plans to ban drink refills in an effort to promote healthier food and drink choices. The proposed regulations would prohibit retailers from offering free refills or top-ups of sugary drinks, as well as multi-buy offers like buy-one-get-one-free deals.
According to the government, there will be a 12-month grace period for businesses to update their packaging before the restrictions come into force next year. The goal is to help people in Wales make healthier choices when shopping and dining out.
If businesses do not comply with the regulations, they could face an improvement notice and potentially a criminal penalty under the Food Safety Act. Enforcement of the regulations would fall under the responsibility of local councils, in line with similar legislation in England.
Welsh Health Secretary Eluned Morgan stated that promotions have a significant impact on the food and drink people choose to buy. She also emphasized the government’s determination to support the industry in producing and marketing healthier products.
The Welsh government intends to put the proposals to a vote of the Senedd before the end of the year. This approach aligns with efforts in England to ensure a straightforward enforcement process.
This is not the first time the Welsh government has looked at measures to promote healthier choices. A previous consultation considered restrictions on temporary price reductions and meal deals. These proposals are still under consideration for future legislation.
Scotland also conducted a consultation on restricting promotions of food and drink high in fat, sugar, or salt in 2022. The Welsh government’s current proposal aligns with this approach and reflects a growing global trend towards promoting healthier choices.
