Urbanist Architecture Releases New Book Critiquing Labour’s Planning Reforms

Urbanist Architecture, a leading architectural firm, has recently published a new book titled ‘Green Light to Green Belt Developments’. The book takes a critical look at Labour’s planning system reforms and their potential impact on the housing crisis.

As the government announced the return of mandatory local housing targets, Ufuk Bahar, managing director at Urbanist Architecture, commented, “Increasing the annual national target to 370,000 indicates how committed this government is to changing the housing landscape and that is to be admired.” However, he also expressed concerns about the practicalities of achieving this goal, citing a shortage of construction workers as a major challenge.

Bahar also questioned the effectiveness of the government’s proposed adjustments to housing land supply in the draft National Planning Policy Framework (NPPF) consultation. He believes that the relaxed requirements may reduce local authorities’ incentives to approve new developments, ultimately hindering the government’s goal of increasing housing delivery.

Another issue raised by Bahar is the government’s definition of ‘grey belt’ in the draft NPPF consultation. While he commends the inclusion of this term, he believes that further refinement could have saved time and confusion. He also expressed concerns about the potential for subjective assessments to cause regional disparities in housing availability and encourage local authorities to avoid comprehensive Green Belt boundary reviews.

Bahar continued, “The revised NPPF does not mandate Green Belt reviews, potentially leaving many areas with significant Green Belt coverage facing challenges in meeting housing demands.” He believes that a strategic, nationwide review of Green Belt land should be considered to identify areas where the land plays a minimal role in controlling urban sprawl but can significantly enhance housing supply.

These ideas are echoed in Urbanist Architecture’s new book, ‘Green Light to Green Belt Developments’, co-authored by Bahar and chartered town planner Nicole Guler. The book argues that Labour’s housing strategy must address the economic realities and provide a stable, supportive framework to foster resilient communities and achieve its ambitious housing goals.

In addition to its analysis of Labour’s homebuilding plans, the book also delves into the history and impact of the Green Belt policy and explores circumstances where building on this land may be possible.
